Elgin Kirillov was a Soviet spy during the Cold War who framed for betraying the Kremlin. He was sentenced to life in prison, but was forced to undergo an experimental procedure developed to compel subject to reveal secret information.
Kirillov had an unexpected reaction to the procedure and developed psychic abilities. At first, he kept this to himself and planned an escape using his abilities. Once free, Kirillov left Russia and set himself up as a Russian mob boss in Chicago. He used his knowledge from his days with the KGB, along with his psychic abilities to systematically infiltrate the Russian mob and take over as the head of Chicago's branch.
